The Railway Recruitment Board (RRB) has released (CEN.1/2019) the RRB NTPC vacancy for the post of Station Master (old Assistant station master or ASM), Traffic Assistant, Commercial Apprentice, Traffic Apprentice, Goods Guard (GD) etc. all over India. Being one of the most demanding jobs in India as Non technical popular categories (NTPC), 21 RRB has received 1.26 cores of applications for 35,281 different railway posts.

 

The Railway Recruitment Board released the notification on 28th February 2019 for CEN 01/2019 RRB NTPC exam. Against a total of 35,281 vacancies, RRBs have received a total of apx. 1,26,30,885 Applications for NTPC 24678 Graduate posts  and 10603 undergraduate (10+2) posts,

 5. Post wise Medical Standard and post parameters as per notification.

 

RRB NTPC CEN. 1/2019 vacancy include 13 categories post and divide in five levels i.e Level-6, level-5,Level-4, level-3 and level-2 in 7th CPC. All 13 categories is required different medical standard i.e A2, A3, B2 & C2. complete post parameters are below in picture.

6. Level wise CBT-2 & Skill test requirements i.e CBAT & Typing skill test.



RRB NTPC CEN. 1/2019 vacancy include with 13 categories post and divide in five levels i.e Level-6, level-5,Level-4, level-3 and level-2 in 7th CPC in CBT-2. After CBT2 exam some posts required pass CBAT (Computer based Aptitude test) exam i.e Station master and traffic assistant.

Also typing skill test required for following posts Junior clerk cum typist, Accounts assitant cum typist, Junior time keeper, senior clerk cum typist, junior Accounts assitant cum typist, senior time keeper.

For the posts Senior Clerk cum Typist, Junior Accounts Assistant cum Typist, Senior Time Keeper, Junior Clerk cum Typist, Accounts Clerk cum Typist and Junior Time Keeper, Typing Skill Test (TST) of qualifying nature (marks obtained in typing skill test shall not be added for making merit) shall be conducted for which the number of candidates equal to eight times (X8) the number of vacancies for each of the community shall be called for. The candidates should be able to type 30 words per minute (WPM) in English or 25 WPM in Hindi on Personal Computer only without editing tools and spell check facility. For guidelines of those who appear for typing skill test in Hindi, Kruti Dev and Mangal font shall be made available for typing skill test on Personal Computer. Exemption in Typing Skill Test may be extended to candidates who are permanently disabled due to Blindness/Low Vision, Cerebral Palsy & Loco Motor Disability with not less than 40% permanent disability. Such eligible PwBD candidates have to upload a scanned copy of Typing Skill Test Exemption Certificate issued by the Competent Medical Board in the website of respective RRBs before conduct of typing skill test in the format at Annexure V(E) in notification.

Brief of ALP - TECHNICIAN Recruitments through 21 RRB. 

RRB Assistant Loco Pilot (alp) Exam, popularly known as the RRB ALP TECH. exam, is undertaken by students interested in the posts of Technicians and Assistant Loco pilots. It is administered by the Railway Recruitment Board and is taken in all the different railway zones throughout India.

The Railway Recruitment Boards are spread all across the country and divided in 21 RRB. The RRB ALP TECH. Exam  is conducted to find eligible candidates for all 21 Railway Recruitment Boards. SPEAKING ORDER

In compliance with the Hon'ble CAT/Hyderbad's order dated 20.01.2022 in OA No.021/39/2022, (titled Akhilesh Kumar & Ors Vs. Chairman/Railway Board and Ors), I have gone through the issues raised by the applicants in their representation dated 15.12.2021, which are mainly as under:

(a) Shri Akhilesh Kumar and three other applicants appeared for CEN 01/2018 for the post of Assistant Loco Pilot and figuring in the standby list belonging to Unreserved (UR) community. The candidates have represented in their letter dated 15.12.2021 that RRB/Secunderbad have used category shifting rule while giving replacement panel of CEN 01/2018 ALP recruitment.

(b) The candidates have also represented that this category shifting rule is not being used by RRB Mumbai, Allahabad, Guwahati, Siliguri, Kolkata, Chennai, Ranchi, Bhopal, Malda and Thiruvananthapuram.

(c) That the RRB/Secunderabad can consider the merit of the candidates, who were in standby list and that it has no jurisdiction to pick the persons belonging to reserve category to fill up the UR vacancies for the earlier panel.

2. I have gone through the Reservation policy and Rule position being followed by RRB Secunderabad while framing replacement panels. With regard to procedure/rules followed by RRB/Secunderabad in reference to replacement panel, the following points are observed:

i) Requests for replacement panels for ALP (against CEN No. 01/2018) were received from PCPO/SCR and PCPO/ECOR on 20-9-2021 and 29-10-2021 respectively against originally selected candidates who did not join for appointment. The number of replacements sought was 303 for SCR and 39 for ECOR

ii) As has been the procedure followed in RRB/Secunderabad, just like the main panel even while supplying replacement panels, the original merit of all the candidates is held sacrosanct in order to ensure that no candidate of lower merit gets selected over and above a candidate with higher merit, subject to extant rules of reservation

iv) Accordingly, due to the vacancies caused by candidates who did not join, the merit position of the remaining candidates in the original panel stand-by list has been again re-adjusted on the basis of their relative merit positions and reservation status. In this process some border line reserved candidates (OBC, SC & ST) having high merit and age eligibility became "upgraded to UR. Since a UR post is open to all communities on common grounds of eligibility i.e., without any relaxation of marks or age, it is obvious that no stand-by candidate with lower marks or merit can be empanelled over and above such OBC SC or ST candidates.

iv. As per para 316.3 of RRB Manual 2015 "Candidates belonging to SC, ST and OBC who have been selected on their own merit along with candidates belonging to other communities and have not availed any relaxation due to being SC/ST/OBC candidates, will not be adjusted against the quota reserved for SC, ST and OBC candidates. SC/ST/OBC candidates who are in merit along with candidates belonging to unreserved category but have utilized the benefit of relaxation due to SC/ST/OBC candidates will not be considered in general merit and would be treated as SC/ST/OBC candidates. The number of reserved vacancies as indented for SC, ST and OBC will be filled up from amongst those SC/ST/OBC candidates who are lower in merit than the last candidates on the merit list prepared for unreserved vacancies, but otherwise found suitable for appointment, by relaxing the standards, wherever necessary. (Authority: Railway Board's letter No.89-E(SCT)I/25/4, dated E[RRB)/2003/9/8, dated 11.11.2003)." 2.6.89 and No.

As per CEN NO. 01/2018, item no. 8.4 of the General instructions:

v) "Candidates belonging to SC/ST/OBC-NCL who fulfill required Educational Qualification/Technical Qualification can also apply against UR Vacancies. They will however, have to compete with the UR candidates and will not be eligible for any relaxation including age to such SC/ST/OBC-NCL candidates applying against UR vacancies." In other words any candidate who fulfills the general conditions of eligibility (i.e. without any relaxation age or marks), is deemed and treated as an unreserved (UR) candidate.

(vi) Further, RRB Secunderabad while issuing the original panel of CEN 01/2018 on 01-09-2019 had clearly indicated the procedure to be adopted while submitting future panels in the following manner:

(a) Community break-up of the candidates empanelled is provisional and likely to be changed while giving left-over panels.

(b) For example: A candidate empanelled now under OBC quota may be considered under UR quota in future while giving supplementary / replacement panels because of the fact that candidates above his merit selected under UR quota may not report for appointment. Hence subject OBC candidate then will be considered under UR quota and accordingly released OBC vacancy will be filled by the available OBC merit candidate only, but not as per UR merit."

3. Based on the Rule position submitted on this file, I have come to the conclusion that due to the merit-based shifting of reserved category candidates to UR, a resultant cycle of vacancies was created in those reserved categories which had to be filled by respective OBC, SC or ST stand-by candidates. Hence, action of RRB Secunderabad is based on Rules of Reservation and no irregularity in the process of empanelment has been done by RRB, Secunderabad with regard to the Replacement Panel of ALP issued vide letters No. RRB/SC/607/1-155/CEN 01-2018 dtd.18.11.2021 & 27.10.2021.

4. I have also observed that other RRBs as quoted by the applicants in their representation are not following the laid down procedure. Instructions are being issued directing them to follow the existing instructions on the subject. I am therefore constrained to conclude that submission of the applicants as brought out in their representation dated 15.12.2021 are baseless and not supported by existing policy on Reservation The procedure being followed by RRB Secunderabad is as per extant Rules.

rrb ntpc cbt-1 exam revised result corrigendum & Amendments :- Complete Chance notification

Railway recruitment board (RRB) is publish notice on 25.03.2022 regarding Corrigendum & Amendments before CBT-1 revised result (Revised result will be tentative on 1st week of april 2022) Actual date of result published on 30 march 2022.  

Major Highlights of Amendments are below.

i) rrb ntpc cut off will be decrease as per requirements in case of shortfall in Empanelment of candidates or other exigencies, rrb reserves the right to utilize the candidates down the merit list it required, as per the merit and option of the candidates.


ii) OBC/EWS/SC/ST community candidates has benefits in CBT-2 because of CBT-1 cut off qualified in OBC/EWS/SC/ST community but chance to selected in UR post while secure more number secure CBT 2  exam after modification.

Deleted rule

When a candidate is qualified in 1st stage CBT and shortlisted as OBC/EWS/SC/ST/PwBD he/she will continue to be considered as OBC/EWS/SC/ST/PwBD respectively in all the subsequent  stages.

iii) For EWS Certificate Any financial Year certificate issued even after date of notification in 2019 will also be considered as valid i.e FY 2018-2019, FY 2019-2020, FY 2020-2021, FY 2021-2022, and so on.

iv) Equal number of vacancy candidates called for document verification :-  Based on the performance of candidates in 2nd Stage CBT and based on the performance of candidates in both 2nd Stage CBT and called CBAT/Tipping Skill Test (TST, as applicable), candidates equal to the number of vacancies will be called for Document Verification as per their merit and options. therefore DV+ME candidates ratio is 1:1 while As per Notification 1:1.5 ratio candidates should be call in DV+ME. that is Waiting list preparation Eliminated and if required 2nd DV will be start.

Joining letter issue to candidates after successfully completed all stage for recruitment's process i.e. CBT exam, CBAT, Typing skill test (TST), Documents verification and medical examination as per mentioned in notified vacancy minimum requirements.   
 
 
ЁЯСЙAttestation Form :-
 
 Attestation Form Required to complete fill by candidates with Self details and family details including following details.
 i) Full Name including surname as per 10th Mark sheet (Example Railway Life Alp ).
 ii) Present address / contact address including house number/flat number, gali number, post office, police station, Districts and State with pin code.
iii) Permanent address including house number/flat number, gali number, post office, police station, Districts and State with pin code.
iv) Father Full Name & details including surname as per 10th Mark sheet shown.
v) Candidates Educational qualification as per notification and mentioned in online form filling.
vi) Previous job details if applicable.
vii) police case such as criminal nature shall be recorded in local police station.
viii) Name and address of  Two responsible persons in your locality or two reference to whom you are known. (use during police verification by local police with signature of responsible persons on your verification letter.)
 
 
ЁЯСЙidentity certificate :-  This certificate issued by following officers or certificate to be signed by any of the following -
i) Gazetted officer of state or central governments.
ii) member of parliaments or state legislature. 
iii) sub-divisional magistrate/officers.
iv) Tehsildars / Sub-Tehsildars.
v) principals and Head masters.
vi) Block development officers (BDO).
vii) Post Masters.
viii) Punchayat inspectors. etc.   
 
ЁЯСЙCharacter certificate :-  
 
Character certificate is two types, i) for Group-C & D both post will be use as FORMAT -A as non sensitive service. ii) for Group- D both post will be use as FORMAT -B  as non sensitive service.
Character certificate will be obtained from last study of students with Principle/ head master / head of institute signature and stamp. and Character certificate duly signed by Executive Magistrate / District  Magistrate (DM) or Sub-Divisional Magistrate.
 
ЁЯСЙDeclaration by student:- 
  
Declaration by student has been submitted as per given format with Two Railways employees signature whom you are known. some times Railway not demands this types of format because every students not able to complete two working railway employee signature.
